Job Title: Planning Coordinator (Stevedoring)

Job Location: Ras Al Khaimah, UAE

Job Overview:

The Planning Coordinator is responsible for scheduling and maintaining the day to day operational, administration, and planning for the sub-department & its staff, enabling the delivery of safe, efficient and effective cargo operations for the Ports customers and stakeholders.

This position will support the Port Management to identify and implement various operations initiatives improving overall safe productivity and efficient turnaround times, alongside providing service quality and cost effectiveness port services, standardization across the operations platform

The incumbent will coordinate the relevant administration for all HR, Operational and Statistical reporting for the sub-department, whilst liaising closely with maintenance and other cargo sub-departments to ensure that equipment & manpower are available and positioned for operations.

Key Responsibilities 

  • Support the Operations Manager with daily planned activities that ensure the overall operational efficiency of the sub-department and its relevant staff and equipment resources.
  • Monitor vessel arrivals for operations, equipment and resource planning purposes.
  • Plan, action, monitor and optimize resource planning of sub-department equipment & staff allocation.
  • Plan, action, monitor and optimize Sub-department Small Fleet Management of Vehicles, including Licensing, Testing, GPS Tracking & Administration.
  • Effective communication with direct and indirect staff members to ensure alignment and common understanding of daily tasks to support SAQR Port business objectives.
  • Communication with all stakeholders (shipping agents and ships masters) to minimize turnaround time.
  • Work closely with internal stakeholders particularly Cargo, Equipment, Engineering, Marine, Security, and Safety Departments.
  • Conduct routine administration, monitoring, submissions & approvals within the Ports digitilisation systems (Port Operations Systems / RUBUS / EAM etc.).
  • Routine, Day to Day coordination and supervision of Break Bulk Stevedoring Operations (Including Project Cargo / Pallet & J/Bags, Jumbo Bags Stuffing, Container Stuffing, Forklift Operations etc).
  • Direct liaisons with 3rd party stevedoring contractor, monitoring safe product and efficient operations, in line with valid Service Level Agreements (SLA’s) & General Conditions of Operations.
  • Routine day to Day coordination of the Shed Storage Operations, Bagging & Distribution of Dry Bulk products, for 3rd party customer (including receipt, storage, bagging, forklift, containers and distribution).
  • Investigate incidents and report their outcomes to the Deputy Operation Manager / Port Manager.
  • Monitor and manage administration for sub-department operators/staff licensing/permit requirements.
  • Prepare/review and submit daily, weekly, monthly operational, operator, equipment reports & statistics.
  • Provide reports to the Port Manager/Ops Manager as required for the performance management & analysis of equipment utilization, fuel usage and general statistics of the sub-department.
  • Provide transformational leadership of human capital (employees) by planning for, investing in and developing RAK Port’s workforce to accomplish the business mission.
  • Actively lead and support the performance management system to improve safe productivity and operational efficiencies.
  • Strengthen employee commitment levels by initiating and supporting an engaging workplace.
  • Ensure sub-departmental staff are trained and competent.
  • Carry out annual & mid-term performance appraisals/reviews as required.
  • Ensure employees are resourced correctly to perform efficiently and work safely.
  • Mentor and motivate teams to achieve productivity and engagement.
  • Review and submit leave applications, rejoining, requests and monthly staff OT.
  • Develop and motivate a productive workforce through effective people management and communication skills, promoting a safe working environment for all staff, customers and visitors.
  • Facilitate Health and Safety communications to ensure employees are properly equipped to handle various equipment’s in a safe manner.
  • Conduct and record routine Sub-Department Toolbox Talks (TBT).
  • Liaise with third party agents, logistics and service activities (trucks, stevedores, etc).
  • Maintain and understanding of customers’ businesses, work with them to develop and enhance safe and effective operational activities.
  • Provision, administration and distribution of routine statistics & management reports.
  • Conform to RAK Ports Departmental and Ports Policies & Procedures.
  • Support the departmental Value Creation & Operational Transformation Initiatives.
  • Support the departmental Operational, Equipment Efficiency and Financial Saving Initiatives.
  • Review routine operations, identifying opportunities to improve equipment utilization and vessel turnaround times.
  • Actively drive & support a culture of Safety and Safety Supervision within the department & organisation.

Qualifications, Experience and Skills

  • Completion of Higher Secondary School Certificate
  • 3 Years Operations experience at a Supervisor level.
  • Experience in a port environment or heavy industry with a focus on usage of significant resources.
  • Sound Health and Safety knowledge as applicable to a Port environment.
  • Strong verbal and numerical proficiencies.
  • Computer literate (MS Office).
  • Some understanding of Customs and Agency operating procedures.
